I consult with owners and managers on the full range of 515 issues: appeals related to OIG audits; Workout Plans; appeals of adverse RHS decisions; issues with the Agency; and prepayments and equity loans.

Over the years I have referred clients to Richard Price, Esq. because of his and Nixon Peabody’s special expertise and capabilities on Rural Development programs. We have issued a fact sheet announcing a loose affiliation of our services; we remain independent of each other.

I have the following comments on the program:

AGING PORTFOLIO AND PRESERVATION. CARH is working to develop approaches to preserving the aging 515 projects, and will be working with the industry and Agency to focus energies and resources.

COMMENT. Some wag said 515 is like a toll road, but without an exit.

RHS INSIDE BASEBALL:

1.   With publication of 3560 again said to be close, be alert for the short window of time in which to submit comments on the proposed regulation.

2.   With changes in senior staff and in 3560, the Agency is positioning itself to be better at servicing the aging portfolio.

SAVE THOSE PAPERS. Retain all bids for work, and make memos to the record. You want to be covered when your number comes up for an audit.
