RÉSUMÉ
       Since 1988, consultant on subsidized multi-family housing projects in the Rural Development (formerly FmHA) Section 515 program and the HUD Section 8 program financed by 515. Specialize in equity loans, appeal issues (including appraisals) and hearings, and working with developers, project owners and managers to resolve issues and problems with RD.

     1983-1988. Senior Loan Officer, Multi-Family Housing Servicing and Property Management Division, FmHA, U.S. Department of Agriculture, Washington, D.C. Reviewed national portfolio of Section 515 projects, including troubled projects, for compliance with financial and regulatory requirements to preserve FmHA’s interest, preserve property value and assure acceptable project operation. Advised senior agency officials on issues including transfers, reamortizations and foreclosures and the necessary mortgage servicing actions. Analyzed problem project operations, budgets and financial reports. Traveled to review program operations across the nation.

     1980-1983. Self-employed to build a real estate investment and acquisition company for residential and commercial properties. Identified, inspected and analyzed properties and negotiated with principals for their purchase; managing agent for a troubled 240-unit apartment project in Maryland.

     1978-1980. Loan Officer for the Maryland State Housing Finance Agency underwriting and processing subsidized apartment projects, including new construction and rehabilitation projects.

     1971-1978. Housing Program Officer with HUD in Washington, D.C. in the development of the Section 8 program, particularly the Section 8/515 program. Also a housing researcher and consultant on multi-family housing issues and problems.
